Cressbrook Dam Safety Improvement Project: Overview and Lessons Learned

The Cressbrook Dam Safety Improvement Project includes widening the spillway and raising the crest to ensure the dam can safely pass larger volumes of water in a major flood event. These upgrades are essential to meet modern safety and engineering standards.
The project is mandated by the Queensland Government Department of Local Government, Water and Volunteers. Under the guidelines, as a responsible dam owner, we must achieve an 'As Low as Reasonably Practicable' (ALARP) risk position to increase flood resilience and protect downstream communities.
The webinar is intended to be practical, relatable and encouraging, helping attendees build confidence and identify simple actions that can support their own career journey.

David Eberhard,
Project Engineer, Toowoomba Regional Council
David Eberhard is a Project Engineer on the Cressbrook Dam Safety Improvement Project (CDSIP), bringing extensive experience in delivering complex infrastructure projects.
In his current role, he is focused on supporting the successful execution of a once in a lifetime dam safety upgrade and ensuring project outcomes meet high standards of quality and reliability.
Prior to joining CDSIP, David contributed to multiple major projects including roads, bridges, airports, and land developments, enabling him to apply practical, results-driven solutions to large-scale engineering challenges.
Outside of engineering, David enjoys spending time with his young family and playing soccer.

Courtney Shadbolt,
Principal Alliance Performance, Toowoomba Regional Council
Courtney Shadbolt is the Principal Alliance Performance in the CDSIP Delivery Branch of Toowoomba Regional Council. She has over seven years’ experience delivering local government projects including waste, community, and water infrastructure. She is currently part of the team delivering the Cressbrook Dam Safety Improvement Project, leading project management and performance functions of the project. Courtney is passionate about knowledge sharing and is actively involved with IPWEA, serving on the South-West QLD Branch Committee and QLD/NT representative in the Young IPWEA Committee.
